Trump declares the end of the conflict between Rwanda and the DRC

President Donald Trump has announced a historic peace agreement between the Democratic Republic of the Congo (DRC) and the Republic of Rwanda, aimed at ending one of the most prolonged and most violent conflicts in Africa.

According to a statement shared on his social media platform, Trump said that the treaty, facilitated in collaboration with Secretary of State Marco Rubio, will be signed in Washington by representatives of both countries on Monday.

“I am very pleased to announce that I have concluded, with Secretary of State Marco Rubio, a wonderful treaty between the Democratic Republic of the Congo and the Republic of Rwanda in their war, which was known for its violent bloodshed and deaths, even more than most other wars, and which lasted for decades,” Trump said.

Trump added that representatives from Rwanda and Congo will be in Washington on Monday to sign documents.

The long-standing tensions between Rwanda and the DRC, in particular over the mineral-rich and conflict-prone eastern Congo, have fueled years of armed violence, regional instability, and humanitarian crises.

Kinshasa has repeatedly accused Kigali of supporting rebel groups operating on its territory, in particular the M23 rebels, an allegation that Rwanda denies.

The peace treaty between Rwanda and the DRC marks a diplomatic turning point

The treaty, which must be signed in Washington, is the result of intensive diplomacy led by Massad Boulos, Trump’s senior adviser on African affairs, and Secretary of State Marco Rubio.

Boulos initiated a diplomatic shuttle in April 2025, meeting with leaders in Kinshasa and Kigali to negotiate the withdrawal of troops, the cessation of support for the rebels, and regional security guarantees.

His efforts culminated in the signing of a “Declaration of Principles” in Washington, followed by the submission of draft treaties by the two countries in early May.

The treaty includes commitments to withdraw troops, disarm armed groups such as the M23, and repatriate displaced people. It also introduces a security framework based on minerals, offering the United States access to strategic resources such as cobalt and lithium in exchange for its contribution to the stabilization of eastern Congo.

Although its implementation remains uncertain, the treaty marks a rare diplomatic success in a region long plagued by instability and an important milestone in the Trump administration’s foreign policy in Africa.
